Annual Work program Validation Meeting

 

The Department of Tourism held a 3 days meeting at the Emua Community Hall, North Efate from Wednesday January 27th to Friday 29th, 2021.

A total of 2 Provincial SGs , Planners and Tourism Managers from Shefa, Malampa, Torba,Tafea, Penama and Sanma were present at that meeting organized by the Department of Tourism.

On Day 1 of the validation meeting, the delegates were welcomed by the Emua Community hall.

The Director General of the Ministry of Tourism, Trade & Ni-Vanuatu Business, Ambassador Roy Mickey Joy delivered the opening keynote.

The Director of the Department of Tourism, Jerry Spooner briefly introduced the Vanuatu Sustainable Tourism Strategy developed by the department for the next 5 years.

The main highlight of Day 1 of the Tourism meeting was the Launching by the Minister of Tourism, Trade & Ni-Vanuatu Business, James Bule, of the policies developed by the Tourism Department:

1)      Vanuatu Sustainable Tourism Strategy 2021 to 2025

2)      Human Resource Development Plan

3)      Tourism Business Support Program

One of the other highlights of Day 1 of the meeting was  a Role Play by ”Wan Smol Bag Theatre” about the loopholes in the implementation process of national tourism policies within the provinces.

All the participants were then divided into various groups to analyze some eventual scenario that could  have a negative impact on the implementation of a national government policy at the provincial level.

After consultation between all the delegates, everyone agreed that it is crucial, first and foremost, that the Provincial SGs should take ownership and drive the Tourism Policies within the provinces  with a close collaboration with the Provincial Tourism Managers.

The Advisor to the Minister of Tourism, Trade & Ni-Vanuatu business, Thompson Pakoa officially closed the 3 days validation meeting of the Department of Tourism. 

 

 

Journey continues towards a more sustainable and resilient tourism industry.

In 2019, the Vanuatu Department of Tourism (DoT) launched the first sector policy for tourism in Vanuatu, the Vanuatu Sustainable Tourism Policy.

To gain support in the implementation of the Vanuatu Sustainable Tourism Policy (2019-2030) the DoT held the first ever Sustainable Islands Tourism Conference in November 2019.

A key outcome of the Conference was a ‘Statement of Intent’ drafted by the Directors of Tourism from Vanuatu, Palau, and the Cook Islands, for collaboration in sustainable tourism. Presented and signed in front of the conference attendees, an alliance was formed to drive leadership in equitable, ethical, responsible, and sustainable tourism policy and practice. A year on, the next significant step in Vanuatu’s sustainable tourism journey was the launching of the Vanuatu Sustainable Tourism Strategy (2021-2025) by the Minister for Trade, Commerce and Ni Vanuatu Business, James Bule during the DoT 2021 Business Plan and Annual Work Program Validation meeting in Emua Village, North Efate on the 27th of January 2021. The Director of Tourism, Mr. Jerry Spooner stated, “the Vanuatu Sustainable Tourism Strategy (2021-2025) puts forward 4 themes: Well-being; Resilience; Diversification; and Sustainability to guide a better coordinated approach in the ongoing management and development of sustainable tourism”.

The Vanuatu Department of Tourism (DoT), and Planet Happiness have partnered to launch the Vanuatu Happiness Index Survey which measures the happiness and well-being of Ni Vanuatu throughout Vanuatu’s six provinces. The Vanuatu Happiness Index Survey will enable the DoT to engage communities to measure well-being, moving beyond only measuring visitor arrivals, visitor satisfaction and contribution to GDP. Director of Tourism, Mr Jerry Spooner suggested that “Our well-being and our resilience are supported by access to customary land and natural resources, traditional knowledge and practice, meaningful employment and strong communities. Therefore, we must ensure we are not trying to apply Western concepts of development and growth, that negatively impact on the very things that support our well-being and resilience”.

 

The Vanuatu Sustainable Tourism Strategy (2021-2025), recently launched by the Honourable Minister for Trade, Commerce and Ni Vanuatu Business Mr James Bule, puts forward 4 themes (Well-being, Resilience, Diversification and Sustainability) to guide the ongoing management and development of sustainable tourism. Mr Spooner suggested “As part of our well-being theme in the Vanuatu Sustainable Tourism Strategy (2021-2025) the DoT, with the support of Planet Happiness, tourism stakeholders, Government Departments and communities will use the findings of the Vanuatu Happiness Index Survey to ensure meaningful engagement of our communities throughout all the 6 Provinces in the management and planning of tourism in addition to tracking tourism’s contribution to the Vanuatu National Sustainable Development Plan (2016-2030) objectives, the UN Sustainable Development Goals and the Global Sustainable Tourism Council (GSTC). When integrated with Vanuatu’s Sustainable Tourism Policy (2019-2030), the findings will contribute to building Vanuatu’s position as one of the Pacific’s most sustainable destinations”.

 

Planet Happiness works with tourism organizations around the world to deploy the Happiness Index. The aim is to support local stakeholders to implement measures based on the findings of the survey to improve the quality of life of host destinations. “Planet Happiness helps destinations move beyond a narrow tourism dollar and GDP agenda,” said Dr Paul Rogers, co-founder and director of Planet Happiness. "Planet Happiness will support Vanuatu’s Department of Tourism by deploying the Vanuatu Happiness Index Survey and piloting dashboards with the ability to quickly and easily assess overall well-being and support the design of interventions to promote tourism and community well-being resilience and recovery from the Covid-19 Pandemic in Vanuatu” said Laura Musikanski, author, lawyer, and co-founder of Planet Happiness, a project of the Happiness Alliance. 

 

Dr Cherise Addinsall is volunteering with Planet Happiness to raise awareness of the Happiness and Well-being movement in the South Pacific and has supported Planet Happiness to adapt the Happiness Index Survey to fit within a Vanuatu context.  Dr Addinsall suggested “It’s been such a privilege to support Planet Happiness to expand the Happiness & Well-Being Movement and I’m so pleased to see Vanuatu again leading the way in the journey to sustainable tourism and ensuring meaningful engagement of communities in destination management”. The DoT is now training staff throughout the Provinces to deploy the Vanuatu Happiness Index Survey and are encouraging all of Vanuatu’s citizens to take the survey. Department of Tourism Launches Tourism Business Support Program

As part of its Tourism Crisis Response and Recovery Program the Department of Tourism (DoT) has launched the Tourism Business Support Program (TBSP).

The Director of Tourism, Mr. Jerry Spooner, welcomed the new National Coordinator of the TBSP, Ms. Carissa Jacobe, who will join the current DoT Management team and explained “the TBSP is based on a needs analysis from a number of recent business surveys and stakeholder consultations and has two main objectives.
